Beyond Privatization:Multiple Perspectives on Public Services Contracting-out

摘要在新公共管理运动的影响下,外部购买已成为政府提供公共服务的重要方式。公共行政学界对政府购买公共服务的研究往往囿于民营化的视角,而忽视了其他的视角。为了超越民营化的单一视角,本文根据价值追求、关注领域、核心问题、解决方案和服务对象定位等五个维度进行区分,并提出从经济、管理、政治和法律四个视角探讨政府购买公共服务。这四种视角时而互斥,时而互补,共同构成了分析政府购买公共服务的整体框架。 Since the onst of the New Public Management wave, contracting--out has been an important ways to provide public services. Ignoring nother perspectives, scholars of public administration define contracting--out as one tool of privati zation and while. In order to broaden the understanding, this paper distinguishes four perspectives （economic, managerial, politiecal and legal） on public services contracting--out according to the five dimensions （value propositions, areas of focus, core problems, solutions, and target customers）. The whole image of public services contracting--out will be made by adopting multiple perspectives.
