摘要
人才是第一生产力,一国的人才政策将在很大程度上决定人才第一资源效能的发挥。人才政策工具作为实现一国人才政策目标的途径,是进行政策分析的有效手段。文章以扎根理论为思想基础,以设计分析框架、划定分析模块、编码分类、描述统计为研究线索,从基本政策工具和人才强国价值判断两个维度对我国人才政策指导性纲要《国家中长期人才规划纲要(2010-2020年)》进行分析,深入剖析了我国人才政策中存在的缺失与冲突等问题,旨在为人才政策的优化与完善提供政策指引和技术支持。
Talents are the first productivity. Talent policy will affect the function of talents as the first resource to a large extent. Talent policy tools as realizing the public targets are effective means of policy analysis. Based on Strauss and Corbin program grounded theory, the research analyzes and measures 〈China's Medium-- and Long--Term Talent Development Plan (2010--2020) 〉 from the X dimension of basic policy tool and the Y dimension of talent power value. In accordance with the building of analytical framework, it defineds the unit of analysis and deeply researches the deletion and conflict existing in the talent policy, so as to improve the optimization of talent policy by giving the reasonable policy guidance and technical support.
