国家广播应急体系建设面临的挑战及应对

The Challenges and Top-level Design for the Development of National Broadcasting Emergency System

广播应急体系在国家应急管理中发挥着重要作用,但当前我国应急广播建设面临着诸多问题和挑战,不仅缺乏法律依据而且受到现行广播管理体制的制约,尚未建立统一的国家广播应急机构和全国覆盖的立体广播网络,缺乏有效的应急信息预警机制,不能全面满足国家应急管理的需要。解决这些体制和结构性的问题和缺陷,需要对国家广播应急体系进行顶层设计,赋予广播应急功能和作用以相应的法律地位,建立各级广播电台之间的应急协调机制和联动的广播应急管理模式,搭建覆盖全国的国家应急信息预警和发布平台,从而构建起符合中国国情和应急管理需要的国家广播应急体系。

The broadcasting emergency system plays an important role in the national emergency management, but the current development of China＇s emergency broadcasting system is still facing many problems and challenges, such as the lack of legal basis and the restriction by the existing broadcasting management system, and an unified national emergency response agency. A nationwide emergency information alert broadcasting network has not been established, which cannot meet the needs of the national emergency management. To solve these institutional and structural problems and defects, the development of national emergency broadcasting system should have focuses on top--level design by conferring an appropriate legal status on the function and role of broadcast emergency system, establishing emergency coordination mechanism and linkage between radio stations and setting up a national wide emergency alert system which is in line with China＇s national conditions and emergency management needs.
