海洋环境保护信息化建设问题与对策研究

Study on Problems and Countermeasures of Informatization Construction of the Marine Environment Protection

海洋环境保护信息化建设是《海洋环境保护法》赋予海洋行政主管部门主要职责之一。本文着重研究了海洋环境保护信息化建设背景,分析了国内建设现状,指出我国海洋环境保护信息化建设面临机制不全、软硬件设施不足、标准各异、共享缺失、系统独立等系列问题,并针对实际问题提出了相应的解决对策,为海洋环境保护信息化建设提供参考。

The informatization construction of the marine environment protection is one of main responsibilities that Marine Environment Protection Law of China endows with the state administrative department of marine affairs. This paper firstly focused on the background of constructing the informatization of the marine environment protection, and analyzed the status of construction at home and abroad. Then a series of problems, such as the distemperedness of mechanism, lack of hardware and software facilities, difference of standard, deficiency of sharing, and independence of system, were pointed out. Finally, the corresponding countermeasures were proposed, to provide reference for constructing the informatization of the marine environment protection.
