人本导向下的中国城乡一体化建设机制研究

Research on Chinese Urban and Rural Integration Mechanism Under Human-Oriented

中国推进城乡一体化建设应坚持人本主义理念,以促进每个人全面自由发展机会的平等性和能力的提高为目标。现存的城乡公共服务失衡、生产要素自由流动不畅和农民权益保障不足等问题,体现了城乡居民生存和发展条件的巨大差距,削弱了农民参与现代化建设和共享发展成果的均等性,限制了农民发展的张力。文章认为,以人为本的城乡一体化建设应通过完善城乡公共服务均等化体系,增强新型城镇化与现代农业、新农村建设协调力,深化土地制度改革等途径,确立城乡居民在社会发展中的共同主体地位,提高城乡居民全面发展水平和促进农民共享城市化发展成果。

China to promote the integration of urban and rural areas should insist the humanistic philosophy, in order to promote comprehensive and free development of each person to improve equality of opportunity and the ability to target. The existing imbalance between urban and rural public services, barriers to the free movement of factors of production and inadequate protection of farmers＇ rights and other issues, reflecting the huge gap between urban and rural residents living and development conditions, weakening the uniformity of the farmers involved in the modernization and sharing the fruits of development, limiting farmers to develop tension. This paper considers that people-oriented integration of urban and rural areas should be through the improvement of urban and rural public service equalization system to enhance new urbanization and modern agriculture, new construction coordination force in rural areas, deepen the reform of the land system and other ways to establish urban and rural co- principal in social development position, raise the level of all-round development of urban and rural residents and let farmers can share urbanization achievements.
