公安成人函授教育刍议——以黑龙江公安警官职业学院函授教育工作为范例

Opinions about Police Adult Education by Correspondence——Education by Correspondence of Heilongjiang Police College as an Example

公安成人函授教育不仅从微观上成为广大干警继续学习、成长和进步的桥梁与渠道,而且从宏观上对于改变公安队伍的知识结构,全面提升广大干警的专业技能以及公安队伍的整体素质和战斗力具有十分重要的意义。当前,公安成人函授教育面临新的挑战,例如,教育理念的滞后、生源的逐年萎缩、工学矛盾的日渐突出、现代远程教育的冲击、信息技术的迅猛发展等都对公安函授教育提出了更高的要求。笔者以黑龙江公安警官职业学院函授教育工作为范例,重点从理念更新、队伍建设、技术运用、规则完善、提升学员能力等视角来阐述如何通过修炼"内功"更好地开展公安函授教育。

Police adult education by correspondence has not only become the bridge and channel for the majority of police officers to continue learning, to grow and make progress in microcosmic, but also has been significant macroscopically for changing the police officers＇ knowledge structure, and improving comprehensively the professional skills of the majority of police officers and the overall quality and fighting capacity of public security teams. Currently, the police adult education by correspondence is facing such new challenges as educational philosophy＇s lagging behind students sources＇ shrinking year by year, engineering contradictions＇ being obvious increasingly, the impact of modem distance education, and the rapid development of information technology, thus raising a higher requirement upon police education by correspondence. The author illustrates the education by correspondence of Heilongiiang Police College, focuses on philosophy update, team building, technology utilization, and the rules＇ perfection, and the students＇ ability improvement and other relevant perspectives to explain how to practice ＂internal strength＂ to better carry out police education by correspondence.
