The Environmental Issues as the Negative Impact of China Model and the Countermeasures

改革开放以来中国经济取得了巨大成就,但也导致了资源环境方面的诸多问题。其根源在发展模式中存在着上下一般粗的政府经济责任,以及由此派生的政绩考核制度和财税体制等制度性缺陷。此外,资源与环境问题同经济、社会、政治、文化等多领域的问题交织在一起,也容易产生危害。因此必须从发展方式转型入手,反思现有发展目标,选择节俭的发展道路,采取"五位一体"的环境综合治理模式,落实公民环境权益,积极应对转型期的资源环境问题。

Since the reform and opening China＇s economy has made great achievement, but also led to the overall deterioration of environment. The root cause existing in current China＇s model is that the governments at all levels have the same duties of developing economy, that bring about some institutional defects such as governmental performance examination system and the fiscal and taxation systems. In addition, the environmental problems are intertwined with the economic, social, political, and cultural problems, thus some serious harms will easily come into being. In order to deal with the environmental problems in this transitional period, we should focus on the transformation of the development pattern, reflect the development goals, choose the development path of thrift, take the integrated environmental management model, and implement the civil environmental rights and interests.
