摘要
本文根据一般法理学要务分析水法规的研究对象和体系、研究的方法论、基本特征、法律要素,阐述法理要务是水法规的理论基础和出发点。
Study object and system of water regulations, study methodology, basic characteristics and legal elements are analyzed according to general legal imperatives. It is proposed that legal imperatives are theory foundations and starting point of water regulations.
