国务院办公厅下发的《关于巩固完善基本药物制度和基层运行新机制的意见》是推行医改必须遵循的行为规范,对照要求,找出差距,查明原因,采取有效措施,建立基层运行的新机制,实现基层医疗卫生机构综合改革目标。

“Opinion on Strengthening and Improving the Essential Drugs System and the New System of Grass-roots Operation”issued by the State Council is the required norm to promote the healthcare reform.
