总结了二十年来“下三带”理论的发展和应用，对“下三带”的概念、形成、确定方法、测定数据、效果评价等均作了系统深入的论述。“下三带”理论经过二十余年的理论研究和生产实践已发展得日趋完善，该理论在承压水上安全开采评价及防治矿井底板突水灾害中起了重要作用。本文旨在促进对该理论的深入理解，更好地推广应用，为矿井安全生产服务。

The development and application of the “Down Three Zone” in nearly recent two decades are summarized;the concept,origination,the determination,application principle,in situ measurement and effect evaluation are systematically exposed.Twenty years of researches and production practice has made the “Down Three Zone” theory more and more perfect.The theory plays an important role in the safety mining evaluation of the coal seams above high pressure aquifers and the prediction of the water inrush from coal seam floor.This paper aimed to the intensive comprehension to the theory and the extensive application of the methods in the coal mining production.
