对深化东北亚天然气交流合作的思考与建议

深化东北亚天然气合作交流具有重要的战略意义。东北亚天然气市场需求旺盛,增长快、缺口大,而且各国天然气进口来源高度重合,但区内天然气交流合作受政治关系影响较大,且缺乏有效的竞合机制,导致该地区天然气供应价格偏高。因此,有必要倡导互利共赢理念,协同运作多维推进,积极推进和构建区域性天然气一体化保障体系。但基于现实和战略考虑,建议:强化政府间的天然气交流合作机制;规划建设东北亚地区互连互通的天然气管网;联手开展亚洲天然气定价机制创新研究,加快在我国建立天然气现货和期货交易平台。以此作为深化东北亚天然气交流合作的着力点和突破点,构建东北亚地区天然气一体化保障体系。

Deepening exchange and cooperation in natural gas in Northeast Asia has important strategic significance. Northeast Asian gas market demand is flourishing and fast growing, with a supply-demand gap and a high degree of overlap between different countries' sources of natural gas imports, but natural gas exchange and cooperation within the region is greatly influenced by political relations, and by the lack of effective competition mechanisms that leads to a high price for natural gas supply in the region. Accordingly, mutual benefit needs emphasis, as do multidimensional collaborative operations, and an integrated region-wide natural gas security system. On the basis of realistic and strategic considerations: intergovernmental mechanisms for exchange and cooperation on gas need to be expanded; planning and construction of an interconnected Northeast Asian natural gas pipeline network needs to proceed; innovative research needs to be jointly carried out on Asian natural gas pricing mechanisms, and a natural gas spot and futures trading platform needs to be established in China. As a focal point for breakthrough in deeper Northeast Asian exchange and cooperation on gas, the region needs to build an integrated natural gas security system.
