China Futurisms: Research Universities as Leaders or Followers?

中国扩大高等教育规模、提升高等教育质量包括建设一批世界一流大学的雄心似乎所向披靡。然而,到目前为止,中国大学受政府主导的政治文化制约,在世界舞台上主要是追随者。全球化正使得中国学术领导们日益形成共识,即大学需要不断提升独立的水平,包括学术自由水平和促进院校由内部驱动的质量控制的水平,才可能完全成熟起来,成为社会进程的领导者。只要条件允许,中国大学,尤其985院校,在未来十年可以对中国社会和经济发挥更大影响。

China＇s ambitions for its burgeoning higher education system and its desire to improve higher education quality including elevating a large number of institutions into the elite rankings of world universities seem to have no bounds. But China＇s Universities have been largely followers on global playing field till now, constrained and shaped by a state-driven political culture. Globalization is creating a consensus among China＇s academic leaders that increased institutional independence, including new levels of academic freedom and improved internally generated quality control, will be necessary for their universities to fully mature, and become leaders of social progress. Chinese Universities, in particular the 985 institutions, could Nay greater influence on Chinese economy and society, if allowed.
