公共管理学科“案例+情景模拟”教学法研究——基于学生决策能力培养的视角 被引量:11

摘要 随着社会对公共管理学科/专业应用型实践人才需求的转变,课程教育正在由传统的灌输式教学转向启发式教学。"案例+情景模拟"教学是培养公共管理学科/专业学生实践能力的一种重要途径。目前,公共管理学科的教学中,一方面教学案例的编写难以适应情景模拟教学的实际需要,另一方面也存在教师队伍的案例与情景模拟教学能力不足、学生缺乏主动参与课堂教学的热情等诸多问题。基于此,从"教学理念"、"教师能力"、"课程体系"、"教学案例"、"课程模拟"以及"与公共行政部门的互动"等六个方面来设计"案例+情景模拟"教学法的实施方案。 The didactics of "case + scenario simulation" is an important means to develop students practical ability in public management discipline. Currently, in the curriculum teaching of public management disciplines, on the one hand, it is difficult to adapt to the actual needs for teaching cases' writing. On the other hand, there are also difficult problems to unfold teaching of "cases and scenario simulation". For instance, teachers are short of teaching ability of "case + scenario simulation", and students lack the enthusiasm to actively participate in teaching, and so on. So, in this paper, the didactics of "case + scenario simulation" is designed to be applied in the teaching of public management discipline, including "teaching philosophy", "teachers' capability", "curriculum", "teaching case", "course simulation" and "interaction with the public administration".
