摘要
河南洛阳社保模式的实质是"五险合一"、"委托管理"和"购买服务",它充分考虑到了河南省经济发展水平和人们对社保的现实需求,较好地体现了社保模式同当前经济发展水平相适应的原则,取得了较好的实践效应,为中国社保模式的创新与发展提供了新的思路:中国社保模式走渐进式的改革路线,注重建立统一社保模式,社保基金运营管理应引入公益信托机制以及注重建立公共服务型政府。
The essence of Luoyang mode of social security in He＇nan Province is the ＂Combination of Five Insurances＂, ＂entrusted management＂ and ＂purchase of services＂, which fully considers He＇nan＇s economic development level and people＇s realistic demand for social security and well illustrates the principle that the social security mode should comply with current economic development level, thus achieving good practice effect and providing new idea for the innovation and development of China＇s social security mode. The author thinks that we should reform the social security mode in China gradually, pay attention to establishing unified social security mode, introduce public trust mechanism into social security fund management and trv to turn the government into a tublic service-oriented one.
