摘要
对我国大规模发展风电的机制进行了探讨 ,设计了以政府为核心的、包括风电场业主、电网、常规电厂、国内外制造商等在内的发展机制。对机制的各个部分包括政府、政府与业主、政府与电网、政府与常规电厂、政府与国内制造商及研发机构、政府与外国制造商进行了详细的论述。
The mechanism of large-scale wind power development in China was developed.The mechanism takes government as center,and windfarm owner,power network,conventional power plant,domestic and foreign manufacturer,and R & D organizations are involved.The relationship between government and each component of the mechanism was discussed in detail in the paper.
