贵州民族地区旅游扶贫实践:成效、问题与对策思考

Effects,Problems and Countermeasures of Tourism Poverty Alleviation in Guizhou Minority Areas

贵州少数民族地区贫困人口多、贫困程度深,伴随乡村旅游的蓬勃发展,旅游扶贫已经成为贵州少数民族地区反贫困战略的重要举措,取得了显著的成效。但是,贵州民族地区旅游扶贫开发转型发展受贫困人口参与度低、盲目开发、产品雷同、质量差、投入机制单一、扶贫绩效弱和专门人才匮乏一系列问题的困扰,因此,需要推动实施和构建政府在旅游扶贫开发中的主导作用、市场主体的多渠道筹资体系、有利于"贫困人口"受益的旅游扶贫模式、旅游扶贫开发的本地化产业链和加强旅游专业人才培养的旅游扶贫开发应对之策。

Due to the large scale and degree of the poverty problem in Guizhou minority areas,the pro-poor tourism has become an important measure in the anti-poverty strategy;and with the rapid development of rural tourism, it has achieved notable effects. However,the transformation of pro-poor fourism development in the local areas has long been plagued by a series of handicaps,such as low participation of the pover- ty-stricken population,aimless cuhivation,copycatting,inferior quality and monotonous input mechanism of tourist products,low performance of alleviation,as well as the lack of specialized human resources. Therefore, it is of great significance for the local government to carry out countermeasures that help establish and carry forward the government＇s leading role in the poverty alleviation,and build up a multi-channeled financing system guided by the market. They are also conceived to find out an adequate pro-poor fourism mode that brings benefits to impoverished people,and that help strengthen the local industrial chain and the training of tourist talents.
