基层纪检监察派驻机构统管模式比较及其改革路向

Study on the Unified Management Model and Reform Orientation of Basic Discipline Inspection and Supervision Dispatched Institutions

探寻新的廉政突破口,迎接廉洁拐点,是当前中国以深化改革推进反腐倡廉建设的现实之道。基层纪检监察机构是履行反腐败职能的主要依靠力量,而其派驻机构是反腐倡廉组织体系的神经末梢。反腐败困境的突破,关键取决于基层纪检监察派驻机构绩效的提高。经过长期反腐败实践,派驻机构统管成为基层纪检监察管理体制改革的趋势,已形成点派驻、片派驻、混合派驻三种模式,但都有其优劣。以香港和新加坡的廉政机构为鉴,当下中国内地的纪检监察派驻机构要着力提高廉政绩效;在推进改革的方向上,基层纪检监察派驻机构须进行纵向上的垂直管理、横向上的内部整合。

To promote the construction of anti-corruption on the basis of the reform, current China urgently demands a realistic way which includes breaking the corruption and anti-corruption force stalemate, exploring a new breach, and embracing an- ti-corruption inflection point. The discipline inspection and supervision mechanism is the main force to fulfill the anti-corrup- tion function, and its dispatched institutions are the nerve endings of the anti-corruption organization system. To break through anti-corruption predicament, we must depend on improving the performance of basic dispatched institutions. After a long prac- tice of anti-corruption, it has become a trend to reform the basic discipline inspection and supervision management system. There exist three forms： point, regional, and mixed modes which have its pros and cons. Taking the anti-corruption institutions of Hong Kong and Singapore for reference, we find that the dispatched institutions should focus on improving the performance of integrity construction in Chinese mainland. In advancing the reform direction, the dispatched institutions of basic discipline in- spection and supervision should carry out the policy of vertical administration and horizontal internal integration.
