就国家计委等四部委发下的 (1 998) 2 2 0号文《关于发展热电联产的若干规定》进行商榷 。
The effect on energy saving by cogeneration is discussed against the regulation No. 220 issued by concerned ministries in 1998. The modification of the regulation is suggested.
