Due to taking a lead in the ＂High-carbon＂ energy structure and the extensive development of coal industry, Shanxi must speeded up its structural adjustment and upgrading transformation development. The key is to actively accelerate the development of low-carbon industry and clean energy industry. At the same time, we should promote the implementation of the strategy by using the high carbon energy in a low-carbon way and actively constructing the all-round circular economy for the high carbon energy, so as to build the new system of ＂High-carbon＂ coal using in a way of low carbonization.
