河北农村面貌改造提升规划设计技术导则解析

ANALYSIS ON TECHNICAL GUIDELINES FOR RENOVATION AND UPGRADING PLANNING AND DESIGN OF RURAL LANDSCAPE IN HEBEI PROVINCE

河北省为改善农村面貌和发展农村建设提出了要进行农村面貌改造提升规划设计。为搞好本次规划设计,构想提出"1+15"模式,即总体规划与专项规划相结合的模式,其中总体规划包括村域规划和村庄建设规划;专项规划包含了饮水安全、道路硬化、垃圾处理、厕所改造、村庄绿化、民居改造、污水处理、土地整理、公共墓地建设、厨房改造和秸秆处理、新能源利用、村民服务中心建设、标语广告整治、村庄标志设计、传统文化保护开发等方面的内容。

In order to improve the rural landscape and stimulate the countryside construction, Hebei Province decides to conduct the renovation and upgrading planning and design for the rural landscape. This paper puts forward the model of ＂1＋15＂ for the planning, namely, a master plan and 15 special plans. The master plan includes the village planning and the village construction planning; and the special plans cover aspects including safety of drinking water, road hardening, garbage disposal, toilet reform, village greening, residential housing renovation, sewage treatment, land consolidation, public cemetery construction, kitchen renovation and straw treatment, new energy sources utilization, construction of villager service center, slogan and ads control, village logo design, and protection and development of traditional culture.
