Orientation of Quality Concept Renewal of Open University and Dimension of Quality Observation

开放大学的全面建设、整体推进,必须以质量为中心,以质量保障体系的构建为重点。必须基于全民学习的质量需求、开放教育的质量规范、新型大学的质量追求,进一步更新质量的理念,强化质量保障的责任。同时必须把学习环境的创设、学习状态的优化、学习能力的增强、发展素质的完善确立为质量观测的基本维度,由此进一步明确质量保障的目标定位并形成质量评价的指标体系。

The all-round construction and advancement of Open University should be quality-centered, and focus on the construction of quality assurance system. It should further update quality concept, and strengthen quality assurance obligation on account of the quality requirement of all people learning, the quality specifications of open education and the quality pursuit of a new-type university. Meanwhile, the creation of academic environment, the optimization of learning state, the enhancement of learning a- bility and the perfect of development quality should be established as the basic dimensions of quality observation so as to further define the orientation of quality assurance and form index system of quality evaluation.
