摘要政治基金会是德国智库中比较特殊的一类,一方面具有独立于政府的身份,另一方面又与各大政党有着亲缘关系。由于其特殊的属性,德国政治基金会的海外机构工作十分活跃并产生重要作用。德国政治基金会在中国建立了五个常驻机构,其工作方式颇具特点,活动方式多样化,合作伙伴多元化。以特殊的角色定位为基础,以系统化的交往为手段,德国政治基金会的海外机构成为德国对华公共外交的重要载体之一,并在德国形象的塑造和传播以及中德关系的发展中产生重大影响。 The political foundations are a special kind of think tanks in Germany, which is independent from the government on one hand and related to the major political parties on the other hand. Due to its unique identity, the overseas institutions of the German political foundations have been very active and exerted an important influence abroad. 5 of the 6 German political foundations have established institutions in China. With diversified activities and partners, the way they work makes the institutions become important actors of Germany＇ s public diplomacy. This essay attempts to analyze the working mechanism of the five German political foundations in China from the prospective of public diplomacy, to explore the characteristics of Germany＇ s public diplomacy and to make a comment on the role of political think tanks in Sino-German relations.
