The Theory and Methods in the Comparative Studies of Western Bureaucracy

在进行西方国家官僚制的比较研究中,首先需探寻相应的研究范式,确定研究视角和切入点。其次是采用制度主义和结构功能主义的研究方法,厘清各国官僚制的组织结构和权力关系形态。继而在追溯各国官僚制历史发展的基础上,探讨各国的政治文化以及对其官僚制所产生的影响。由此而进行比较研究,并尝试建构西方各国官僚制的理论模型。

In the comparative studies of Western bureaucracy, first we need to find related research paradigms, and estab- lish a research perspective and an initial point for the studies. We will then adopt the approaches of institutionalism and structural functionalism to clarify the organizational structure and power relations of the countries＇ bureaucracy in the west. We will finally explore, through a study of the development of bureaucracy in the country, the influence a specific country＇ s political culture may exert on its bureaucracy. With the help of comparative studies of this kind, we can try to construct theoretical models for the different kinds of bureaucracies in the west.
