Starting with the content of the metacognitive strategy, the paper explains the metacogni- rive strategy is not only a requirement of the lexical learning, but also a factor of the development of the lexical competence because of its＇ effect on the lexical learning. Through the discussion of the lexi- cal learning and the development of the lexical competence, the paper suggests the learners should have the orientation the metacognitive strategy in the process of the lexical learning and the develop- ment of the lexical competence, explains the learners＇learning efficiency can be improved to realize the development of the lexical competence in the case of the use of the metacognitive strategy.
