摘要
基于国家科技奖励的数据分析,窥探产学研合作的新发展并揭示其背后的政策启示。数据统计分析表明,以高等学校和科研院所为代表的科研主体仍然是主要的获奖主体;以自然科学奖为代表的基础研究方面,产学研合作较为薄弱,特别是企业参与尚十分缺乏;以科技进步奖和技术发明奖为代表的科技应用层面,产学研合作较为紧密,现有以企业为主体的科技创新政策已经产生较好的绩效。未来,国家应进一步推行和强化以企业为主体的科技创新政策,释放高等学校和科研院所的科技资源,转变为促进经济转型发展的强劲生产力。
The paper aims at exploring the development and its policy enlightenment of the Industry-Univer- sity Cooperation with a data analysis of National Science and Technology Awards. According to the data, the main awarded groups are the scientific research groups represented by universities and scien- tific research institutions. In the basic research field represented by Natural Science Awards, there is a loose connection between industry and university. In this case, enterprises act passively in the coop- eration. On technology application which can be exposed in Science Progress Award and Technical In- novation Award, industries and universities are closely knitted. And excellent performances have come out in great efficiency with the innovative policy of technology applied in enterprises. In the fu- ture, the government should make more efforts to implement and reinforce the innovative policy of technology, release the technological resources in universities and research institutions to provide a powerful driving force to promote the economic restructure in our country.
