With the establishment of the public ifnance system,efifciency of ifnance has gained more and more public attention.Local ifnancial efifciency is too low so that the polarization between the rich and the poor is dififcult to change. If the local ifnancial efifciency is not improved,the long-term development of the national ecomomy will be hindered.To improve the ifnancial and to narrow the gap between the rich and the poor is very urgent.
