深港游艇旅游合作的机制与对策

Yacht Tour Cooperation between Shenzhen and Hong Kong: Mechanism and Proposals

多年来,深圳和香港在游艇旅游合作方面还没有建立起一个有效的机制,深港游艇在自由通行、管辖区域划定、牌照和驾照互认、信息共享、人员培训等方面还存在许多障碍。本文在分析以上问题的基础上,探讨了深港游艇自由行的机制,包括统一培训考试内容和形式、牌照和驾照互认、简化管理手续等,并提出联合立法、共同规划、互相开放港口和航线、划定管辖范围、联合培养专门人才、共建信息平台等对策,以此来推动和加强深港间游艇旅游业的合作。

An effective mechanism is still unavailable regarding the cooperation of yacht tour industry between Shenzhen and Hong Kong. Barriers such as free passage, administration area designation, plate and diving license recognition, information sharing, and staff training still exists. Based on an analysis of the above-mentioned issues, the article established a mechanism of free navigation between Shenzhen and Hong Kong, such as plate and driving license recognition, unification of training contents and forms, management procedures simplification and so on. In addition, strategies are put forward including joint legislation and planning, mutual opening of ports and routes, designate jurisdiction, collaborative training of professionals, establishment of an information platform and so on. With the help of the strategies and mechanisms, the cooperation of yacht tour industry between Shenzhen and Hong Kong will definitely be motivated and strengthened.
