In modern world,legality and legitimacy conflict with each other and it is accepted that something is legal while illegitimate. Dworkin insists that legality should be regarded as one part of political morality and tries to redefine the relation between legality and legitimacy through interpretation of the concept. On the one hand, Dworkin justifies the integrity based on equality as the value of legality; On the other hand,equal concern and respect are treated as the dominant principle of political legitimacy.
