我国公民政治参与过程中话语障碍分析

Discourse Obstacles in the Course of China's Citizens Participating Politics

随着政府治理面临越来越复杂的环境,公民政治参与被看作是改善政府治理效果、提升公共服务水平的新途径。公共行政话语理论将公共行政看做一种"语言",以公共能量场为核心概念,主张政府与公民的真实对话。文章以公共行政话语理论为理论基础,分析了我国公民政治参与过程中面临的话语障碍,并提出具体解决办法,旨在以公共行政话语的视角解决公民政治参与实践中的问题,实现民主化的公民政治参与。

Governmental administration is facing more and more complex environment. People＇s political participation is taken as a new approach to improving governmental administration and public service. Public administration discourse takes public administration as a ＂language＂ ,with public energy as a core concept,and supports the practical dialogue between government and people. With the theory of public administration discourse as theoretical base, we analyze the discourse obstacle that our people meet in the course of participating politics. Solutions are also proposed so as to solve the practical problems.
