For the planning of nuclear power plants, an important issue is to reduce the risk of terrorist attacks. For this purpose, suggestions for regional planning of nuclear power plants to mitigate terrorist attacks are presented, which includes careful planning of the circulation, strictly controlling of the access and exit, thoroughly considering of the circumstances etc. It is believed that the risk of terrorist attacks can be significantly reduced when the above measures are taken.
