科技负效应产生的后果在全球范围内日益严重。本文认为科技负效应的根源在于人 ,在于人类对科技应用的不恰当。消除科技应用的盲目性 ,把它的发展限定在有利于人类、有利于改善人与自然关系的轨道上来 ,是可持续发展战略向科学技术提出的新要求。为此 ,必须改变传统价值观念 。

The result produced by the alienation of science and technology has become serious day by day all over the world. This article considers that t he origin of the alienation of science and technology lies in human beings, espe c ial in fheir improper application of science and technology. To elimiinate the blind application of science and technology, and confine its developmen t to the areas which benefit mankind and impror the relationship between natu r e and humanity is a new challenge which is raised by the sustainable de velopm ent strategy of science and technology. Therefore, we must change our traditiona l value and establish the new outlook of science and technology whose core is the coordinated growth between nature and humanity.
