This paper discusses a subproject under t h e project “Reform Program of Teaching Contents and Curriculum System of Chinese Language and Literature and Six Other Subjects in Higher Arts Institutions in t he 21 st century”,sponsored by the Department of Higher Education of the Ministry of Education.It reviews and analyses the state of affairs of the Chine s e curriculum system in higher normal institutions.This system is thought to have played a very important role in developing education in China,because it has he lped to foster a large number of talented people.But with the passage of time,th e educational principles and pattern which center on imparting knowledge have fa llen behind the times and the demands of the society.Reform should be implemente d.This paper goes on expounding the relationship between imparting knowledge and cultivating ability and improving quality in the current educational activities .It maintains that in constructing the new Chinese curriculum system the importa ncw of knowledge education and quality improvement and the necessity of ability cultivation should be emphasized.Moreover,it should be placed at the core of edu cation to foster the outstanding personnel who are not only mentally and physica lly healthy but also creative.Based on this,a new idea has been conceived as to the Chinese curriculum system in the higher normal institutions in the 21 st century.
