To implement the strategy of developing the Western Regions in a big way is a decision of great importance made by the Party and Government at the turn of the centuries. It is a large-scale systematic project, and therefore, a good job must be done of selecting targets where successful breakthroughs can be made, and of deciding on measures and emphases in practice, so as to promote the economic development of the whole area.
