农民工权益受损问题根源及对策探析

Analysis on Causes and Countermeasures of Damages to the Rights and Interests of Migrant Workers

从近期发生的一起农民工权益保障案例出发,讨论了当前农民工权益受损问题的产生原因与对策思路。针对农民工权益保障方面存在的严重问题,提出了要在政府、企业、农民工3个方面找准问题根源,采取有力措施解决问题。一要规范落实政府监管责任,加强农民工管理的制度建设,保障农民工基本权益,并打造长效机制;二要抓好企业自律,严格约束企业经营行为,督促企业遵纪守法,尊重农民工的基本权益,改善农民工的工作条件,保障农民工的合理报酬,真正做到善待农民工兄弟;三要加大对农民工的帮扶力度,切实加强对农民工的教育培训,不断提高农民工维权意识,增强农民工自我保护能力,充分调动农民工积极性,促进经济建设发展。

In this study, based on a recent case of protecting rights and interests of migrant workers, the causes and countermeasures of damages to the rights and interests of migrant workers were discussed. Aiming on solve these severe problems of protecting rights and interests of migrant workers, the governments, enterprises and migrant workers should explore the root of the problems and take effective measures to solve the problems. Firstly, the supervision responsibility of the governments should be normalized and implemented to strengthen the construction of management system of migrant workers, protect the basic labor rights and interests of migrant workers, and build long - term protection mechanism ; secondly, enterprises should be self-disciplined, strictly follow the basic labor laws and enterprise operating behaviors, respect the legal labor rights and interests of migrant workers, improve working conditions for migrant workers, guarantee their legal rights and reasonable salary, and treat migrant workers in good manner; thirdly, efforts should be enhanced to help migrant workers in providing education and training, improving their basic qualities and awareness of right-protection and mobilizing fully their enthusiasm in work, thus promoting the economic construction and development.
