建设国际贸易特别功能区的战略构想——以“义乌试点”为例

The Strategic Conception of Constructing a “Specific Functional Zone” for International Trade

本文认为,在国家新一轮开放战略中,应首先选择若干商贸流通业比较发达的内陆沿边、沿海中小型城市,成立一批具有地方特色的国际贸易特别功能区。义乌作为国家级国际贸易综合改革试点,未来三年深化义乌国际贸易综合改革的战略框架为"一城·两区·四心一港三大先行区·七大改革","义乌试点"战略构想为其他条件相似的中小城市建设国际贸易特别功能区提供典型示范。

The authors assert that we should prioritize in selecting several small and medium-sized inland border and coastal cities, which have comparative advantage in commercial circulation, as the bases to establish a group of ＂Specific Functional Zones＂ with their local characteristics in our national new round of opening strategy. As the selected city shouldering the strategic responsibility of country-level comprehensive reform in the international trade spectrum, Yiwu will vigorously deepen its reform based on a strategic framework of ＂One City~ Two Districts~ Four Centers, One Port, Three Pioneer Areas~ Seven Big Reforms＂ in the next three years. The Strategic Conception of ＂Yiwu Pilot＂ will surely provide a typical demonstration for other small and medium-sized cities with similar endowments in terms of constructing ＂Specific Functional Zones＂ for International Trade.
