文章介绍了制度执行力的内涵，分析了制度为什么会难执行的原因，提出了提升制度执行力的对策。
The vitality of the system lies in implementation. This paper introduces the connotation of system enforcement ability, analyzes the reason why it is difficult to implement the system, and then puts forward the countermeasures to enhance the executive force of the systems.
