我国电子现金发展相关问题研究

On the Issues of the Development of E-cash in China

随着社会经济和信息技术的发展,电子现金作为一种新型的现代支付工具和电子货币形态开始登上社会舞台。改革开放后的中国也迅速地顺应了这一发展趋势,金融业发展和改革"十二五"规划提出"推广电子交易,不断提升金融业电子渠道交易替代率"和"全面实施银行卡芯片化迁移工作",在实施银行卡芯片化迁移(亦称金融IC卡战略)的过程中,人民银行明确将电子现金应用作为金融IC卡战略的重要组成部分,并逐步形成了具有中国特色的电子现金发展道路。2013年8月,国务院发布《关于促进信息消费扩大内需的若干意见》,为我国电子现金应用发展提供了广阔的空间。本文将在分析电子现金的理论基础、历史变迁以及电子货币与货币供给关系的基础上,说明我国发展电子现金的作用和特点、推进电子现金应用面临的问题和应对策略,以及我国电子现金发展的未来前景。

With the development of social economy and information technology, e-cash, both as a new kind of electronic currency and as an innovative and modem payment instrument, has emerged on the social stage. Af- ter the reform and opening up, China has also immediately adapted to and followed this tendency. In the Twelfth Five-Year Plan of reform and financial development, it has declared that electronic transactions should be promoted in order to enhance the substitution rate of electronic channels in the financial industry, and that the chip migration of bank card should be implemented comprehensively. During the implementation of the chip migration （also known as the financial IC card strategy）, People＇s Bank of China has regarded the application of e-cash as an important component of the financial IC card strategy, and has gradually formed a unique e-cash development pattern with Chinese characteristics. In August 2013, the state council of China published ＂The o- pinions on the promotion of information consumption to expand domestic demand＂, which provides a huge space for the development of e-cash in China. Based on the analysis of the theoretical principle, the history, and the relation between electronic currency and monetary supply, the thesis will focus on the function and characteris- tics of e-cash, the difficulties and countermeasures in implementing the application of e-cash, as well as the prospect of e-cash in China.
