摘要
"单位会员制评价"的实质,是首都职工素质建设工程决策机构对于实施机构(各级工会组织和站点)实施情况的评价,是通过多级委托的方式实现的。单位会员制的发展历程、体制条件决定了"一级会员"是评价客体,"二级会员"中已参与首都职工素质建设工程的可以成为评价客体,尚未参与的不能成为评价客体。
The essence of evaluation about unit membership is to evaluate the implementation of Project of Quality-oriented Cultivation for Capital Workers and Staff Members by trade union organizations at all levels. The evaluation subject is the decision-making bodies of the Project, and the evaluation object is the member units that have been involved in the Project.
