摘要
高端人才一般都是某一学科领域的领军人物,具有创新引领的高端性,可在人才培养、科学研究、文化传承创新方面发挥独特作用,因而引进高端人才有助于地方高校实施人才强校战略,提升核心竞争力。但地方高校高端人才引进中存在着重视突击引进忽视长远规划、重视学术水平忽视道德与情商、重视引进结果忽视环境创设等问题。为此,地方高校要着力实施开放包容与资源共享兼具的人才引进战略、机遇把握与风险评估共存的人才使用战略、刚性约束与柔性激励结合的人才管理战略、骨干培养与团队建设兼顾的人才培养战略。
The introduction of high-end talents is an important measure to enhance the core competitiveness of local universities. Innovative, the high-end talents generally take the lead in some certain disciplines and are capable of playing unique role in the cultivation of talents, scientific researches and cultural transmission. Therefore, the introduction of these high-end talents is instrumental to the implementation of local colleges' talent development strategy and the promotion of core competence. However, the present talent introduction is deficient. Local colleges and universities generally do not have long term planning, put emphasis on academic competence while ignoring moral and emotional qualities, and neglect the creation of platform and favourable environment while focusing on the results of introduction. Therefore, local colleges and universities should focus on the implementation of open and sharing strategy, opportunity and risk assessment strategy, rigid and flexible incentive scheme in human resource management, and the strategy of training key personnel and team building.
