Discussion of Government's Role in Eco-technology Innovation

生态化技术创新是传统技术创新的发展和深化,是应对当前资源环境危机、实现经济发展方式转变的有效途径。但在市场经济条件下,生态化技术创新存在市场失灵,这就要求政府在生态治理和建设中,承担起"元治理"的主要责任,构建一种新型的生态化技术创新的动力机制来破解市场困境,包括建立和完善倒逼机制、投资机制、引导机制、激励机制和教育机制等多种措施。

Eco-technology innovation is the development and deepening of traditional technology innovation.And it is an effective selection of dealing with the current resources and environment crisis and realizing the transformation of economic development patterns.But in current market economy condition, the inherent market failure of eco-technological innovation requires a government leading to build a new type of eco-technology innovation motivation mechanism to break through the market dilemma, including establishing and perfecting of reversed transmission mechanism, investment mechanism, guidance mechanism, incentive mechanism and education mechanism, and other measures.
