The paper discussed the important role of the archives management for the exploitation and development of human resources in colleges and universities from the angle of professional files of col- lege and university teachers. It discussed the particularities and significance of personnel archives based on the features of faculty and their profession development. By constructing the pattern of teacher pro- fessional files, the paper brought up the opinion of promoting the manpower capital value through the in- tegration and utilization of professional files resources.
