公共部门信息增值利用中的信息伦理问题研究

Information Ethical Issues in the Re-use of Public Sector Information

为了提升公共部门信息增值利用中的信息伦理水平,通过调研,我们分析了公共部门信息增值利用各环节面临的信息伦理问题,介绍了国外的成功实践,最后提出相应的对策,如:特殊部门采取立法、开展信息伦理教育、建立伦理委员会、制定有针对性的伦理守则、完善信息伦理监督和救济机制、评价伦理影响等。

To promote information ethical level in reuse of public sector information, we analyzed informa-tion ethical issues in various aspects of reuse of public sector information, introduced successful practice in foreign countries, and at last proposed some strategies, for example, legislating in special sectors, start-ing information ethics training, establishing ethical committee, making targeted ethical codes, improving supervision and relief system of information ethics, assessing ethical impact, and so on.
