退耕还林(草)试点工程存在的问题及对策研究

Existing Problems and Relevant Countermeasures to Pilot Project of Returning Farmland to Forests and Pastures

以四川省 1999年退耕还林 (草 )试点工程为研究对象 ,通过对试点的 12 0个县中的 2 4个县的抽样调查 ,力求分析总结出试点工程中存在的一些普遍性问题 ,并提出相应的对策 ,为全国在长江上游和黄河上中游 13个省、市 (区 )全面开展退耕还林 (草 )工程提供决策依据。

Aimed at the pilot of returning farmland to forests and pastures of Sichuan Province in 1999,the general problems existing in the pilot project are summarized based on sampling investigation in 24 counties selected from 120 counties where the pilot project has being implemented,and the relevant countermeasures are presented which can provide a basis for decision-making on complete implementation of the project of returning farmland to forest and pastures which will cover 13 provinces (autonomous regions and municipality)located in the upper reaches of Yangtze River and in the upper and middle reaches of the Yellow River.
