The Policy of Protecting Natural Forest Facing the Market Economy

分析了我国实施天然林保护工程的主要困难 ,探讨如何在我国市场经济转轨过程中充分利用市场机制更经济有效地进行天然林资源保护与管理 ,并借用当今国际上流行的环境经济政策手段及其成功案例 ,分析在天然林资源保护中应用的可能性 ,提出了若干政策建议及构建面向市场经济的天然林保护政策创新体系的必要性。

There exist some problems, such as theory fundation, ecolugical compensation etc. which constrain the implementation of natural forest protection project. The problems should be solved. By means of envinonmental economic policy and case analyse, some policies were presented and discussed. This paper provides the policy framework of protecting natural forest to face the market economy.
