摘要
可持续发展应分阶段分层次地进行 ,为增强区域经济社会及环境的持续协调发展 ,相关环境政策的制定应遵循可持续发展原则 ;分析了国内外环境与发展综合决策制度的形成及发展近况 ,并介绍了国外战略环境影响评价的研究进展及区域环境管理规划的主要内容 ;在此基础上提出了可持续性环境政策的形成、运作及优化模式 ,并举例加以说明 ;运用该模式进一步分析了我国环境政策运行中存在的问题 ,主张进行环境政策的创新与政策运行的全过程管理 。
Regional sustainable devlopment should be realized gradually.The enacting of environmental policy should embody the principle of sustainable development.This paper introduced the present situation of environmental protection and polices integration in the world,based on this,put forward the operation model of environmental policy formulated ,and analyzed some important legal issues in this field,and finally made some suggestions through comparative research,and finally put forward some suggestions.
