进一步扩大中国新疆向西开放

On Further Expanding the Opening to the West in Xinjiang

"丝绸之路经济带"使新疆继西部大开发—向西开放—对口援疆之后进入了第四个战略机遇期。文章认为,尽管新疆承担着80%对中西亚地区的进出口贸易量,但相对全国水平而言,新疆的对外开放水平、向西开放水平仍然是很低的。为了进一步扩大向西开放水平,文章提出:规划设计"丝绸之路凹陷区隆起发展战略";打五张牌,建五个圈,推进区域经济一体化进程;科学布局新疆关键节点地位及其作用;集成发挥四大政策机遇期的协同效应四点思路。

＂The Silk Road Economic Belt＂ is for Xinjiang the fourth strategic opportunity following the Western Development, Opening to West and Pairing Assistance programs. Although Xinjiang makes up 80% of the import and export trade to Central and Western Asian countries in China, Xinjiang is still very low in terms of the level of openness to the outside and openness to the west, in light of the national average. This paper suggests four-point integration ideas： plan and design ＂Silk Road Uplift Development Strategy in the Depressed Regions＂, apply five methods and build up five economic belts, promote the regional economic integration process, arrange reasonably the key node status and their role of Xinjiang, and make full use of the synergism in the opportune period of the four policies.
