美国在东南亚推广“普世价值”的成效评估及前景

The Achievement Evaluation and the Prospect of the U. S. Promotion of “Universal Value”in Southeast Asia

东南亚地区不论是从地理位置、经济发展潜力,还是从意识形态发展方面,在美国的亚太战略中都占有重要地位。为了配合美国在全球的反恐战争、充分利用东南亚地区的经济发展优势以及平衡中国在这一地区的影响力,美国在东南亚地区推广"普世价值"就显得尤为积极。美国通过加强公共外交、提供附加条件的经济援助以及拓宽军事领域合作等途径,潜移默化地将"普世价值"灌输到东南亚地区。受此影响,东南亚一些国家民主制度渐趋成熟,自由、人权状况有了很大改善,地区人权组织也建立并开始发挥作用。但是,由于美国在此过程中夹带私利,加之东南亚地区特有的历史经验和文化特征,使得"普世价值"的传播大打折扣。

Due to the geographic location, economic developmental potential and ideology development, Southeast Asia plays an important role in America＇ s Asia-pacific strategy. For the purpose of cooperating with the United States＇ global war on terrorism, taking advantages of the economic development of Southeast Asia and balancing the influence of China, America＇ s strategy of promoting ＂universal value＂ is more ac- tive in Southeast Asia area. By means of strengthening public diplomacy, supplying economic aid which has additional conditions and expanding military cooperation, the United States indoctrinates Southeast-Asia with ＂universal value＂ imperceptibly. Under such influence, democracy in some Southeast-Asia countries gradually matures and the condition of freedom and human rights has greatly improved. Regional human rights organizations have also been established and began to play a role. However, the promotion of ＂uni- versal value＂ has been compromised, because of the entrainment self-interest of the United States in this process, the unique historical experience and cultural identity in Southeast Asia.
