对维护我国外空战略安全与合法权益的战略思考——基于复合建构主义的视角

Strategic Thinking on How to Maintain Our Country's Strategic Security and the Legitimate Rights and Interests in Outer Space——Based on the Perspective of Complex Constructivism

从复合建构主义的视角来看,冷战后外空权力失衡与安全威胁日益加剧,各国安全战略的分离性偏好导致效率竞争型社会化,外空安全体系演进面临进化冲突与进化合作两种趋向。新形势下外空冲突与合作的关键性社会条件,主要是防止外空武器化和军备竞赛、提高外空和平开发利用能力以及加强联合国主导的外空国际安全合作。为此,和平发展背景下维护我国外空战略安全与合法权益,需要通过外空军备控制促进复合结构的正向转化,利益汇合加快互动进程的优化转向,施动者—结构—进程三位一体的共存共生,确保安全合作持续进化。

From the perspective of complex constructivism, the imbalance of power and security threats are increasing, which lead to separate preferences and efficiency-competition socialization in outer space for the security strategy of nations in the post-Cold War. So the evolution of outer space security system is facing two tendencies of evolutionary conflict and evolutionary cooperation. Under the new situation, the key social conditions of conflict or cooperation are prevention of space weaponization and arms race, improvement of capacity of peaceful development and utilization and strengthen the United Nations-led international security cooperation in outer space. Therefore, to safeguard our country~ strategic security and the legitimate rights and interests on the background of peaceful development, we should promote positive transformation of the complex structure through arms control, accelerate the optimization of an interaction process through conver- gence of interests and ensure the continued evolution of security cooperation through the coexistence and live together of trinity of agent-structure-process in outer space.
