我国社区学院发展的政策分析与建议

Policy Analysis and Suggestions on Chinese Community College

影响我国社区学院发展的国家教育政策有探索期、发展期、深化期三个发展阶段。从国家教育政策的规定中,可以发现我国社区学院是在发展社区教育的背景下发展起来的,社会建设是我国社区学院的特殊使命,社区学院是超越现行教育体系的多功能教育性组织。但缺乏社区学院专门政策、行政隶属难以支撑社区学院的功能、专业师资队伍匮乏等问题却制约着我国社区学院的发展。建议:构建社区学院政策体系、设立专门的行政管理部门、中央与地方联手加大投入、引导开展中国特色社区学院的研究。

The education policies of community college have three periods： exploration period, evolution period and deepen peri- od. As in the education policy, Chinese community college grows up from community education, whose special mission is social con- struction, and it is a kind of muhifunctiona educational organization. The problems are that we have no specialized policy on community college, administrative organization and professional teachers. We have to design policy system on community college, to establish pro- fessional administrative organizations to increase input and to research on China community college.
