摘要
大科学装置作为实现重要科学技术目标的大型设施,其科学价值毋庸置疑。但作为一项需要大量公共资金投入的工程,在很多时候,大科学装置的经济和社会影响并没有得到足够的关注。文章在综述国际学界对大科学装置产生的经济与社会影响的实证研究基础上,提出分析大科学装置经济与社会影响的理论框架,以此作为全面评估建设大科学装置所使用财政资金绩效的参考。
As a main tool for pursuit the scientific goals, the science values of large-sized scientific facilities is apparently indubitable. But as an item that needs a lot of public funds to support, in many times the economic and social impact of large-sized scientific facilities are lack of concern. This article reviews the literature about empirical study on the economic and social impact of large-sized scientific facilities, and then presents a theoretical framework for investigating this topic, which will contribute to evaluate the performance of public funds input in these large-sized scientific facilities.
